Little is known about him. A lot of waltzes and other easy pieces are on IMSLP.
He was born September 12, 1839, in Boston, Massachusetts, USA, married Millicent L. Soul in 1866 and died by drowning (accidental drowning) in Boston. He had two sons, Frederick Winslow (1872-1886) and Edwin W. (1874-1886), who apparently drowned with him. All his musical pieces were published in Boston, the last ones in 1885 (who knows how many more he would have published if he had not died prematurely!).
